Employers use Schedule R to distribute to each client the whole data reported on Form 943 (Employer's Annual Federal Tax Return for Agricultural Employees).

Schedule R must be filled out every time an aggregate Form 943 is filed by agents and CPEOs that have been approved by the IRS under Code Section 3504.

The agent must submit Form 2678 (Employer/Payer Appointment of Agent) to the IRS in order to request authorization to operate as an employer's agent pursuant to Code Section 3504.

If they have clients who are claiming the qualified small business payroll tax credit for increasing research activities, the credit for qualified sick and family leave wages,

or the COBRA premium assistance credit, other third-party payers that file aggregate Forms 943, such as non-certified PEOs, must complete and file Schedule R.

Only those clients who are claiming one or more of these credits must have client-by-client amounts included by third-party payers other than agents

who have been approved by the IRS under Code Sec. 3504 and CPEOs.
